In the 1990s, Chile faced a problem of energy scarcity. With the economic development of the country at stake, the state decided to build several hydroelectric power plants. The largest would be located in the Alto Bío Bío, a natural paradise in the Andean Cordillera, which has been inhabited by the Mapuches, the largest indigenous population in Chile, for centuries.
